ILEAS Foundation

Overview

The ILEAS Foundation is an 11-501(c)(3) not-for-profit corporation formed in 2009.  The Foundation was formed to support local law enforcement in Illinois outside of the standard government grant process. By utilizing donations and private grants, the Foundation provides equipment and training to officers and deputies to better serve their communities.

The ILEAS Foundation was formed in 2009 as a not-for-profit corporation in Illinois.  In 2009, the ILEAS Foundation received 501c3 charity tax status. Donations to the Foundation are tax deductible.

The Illinois Law Enforcement Alarm System—also known as ILEAS—was created in 2002.  ILEAS administers federal homeland security grants for the benefit of local law enforcement agencies in Illinois.  These grants come with restrictions on the types of equipment ILEAS can provide to local agencies. Additionally, there are strict restrictions on the specific types of training that can be conducted.  ILEAS member agencies pay a small dues stipend to ILEAS to manage the grants.  Even though costs keep going up, in today’s tight government budget environment, ILEAS has chosen not to increase the dues.

In an effort to better support local law enforcement in Illinois, keep costs down, and provide a wider range of grant as well as training opportunities, the Foundation was created in 2009 to assist and support ILEAS. The Foundation raises funds through donations, fund raising events, and private grants to support the training and equipment mission of ILEAS and to benefit local law enforcement.

Foundation Activities

The Foundation plans to raise funds in several different ways:

Donations

The Foundation will seek donations both from individuals and corporations. For the donor, the Foundation is a way to fairly, efficiently and effectively distribute resources to local law enforcement agencies throughout the state.  For instance, if a local organization wants to raise funds for in-car cameras to combat DUI, the Foundation would be a tax deductible way to get that equipment  to law enforcement agencies.

Grants

The Foundation seeks private and corporate grants to provide services and resources to local law enforcement agencies in Illinois.

Fundraising

The Foundation will conduct  fundraising events in Illinois to enhance the training for officers and deputies throughout the State. ILEAS raised over $2,000 from mechandise sales and donations.
